The new ecological damage accountability rule is seen as targeting local cadres, but for the first time explicitly extends liability to SOEs and subsidiary leaders. All three generators underwent environmental inspections in 2025 and were ordered to rectify problems, making their executives likely first tests of the rule’s personal, career-following liability.
